Sevdalina Hristova - A Review of the Cohesion Policy Impact on the Investment Activity of Construction Enterprises in Bulgaria

The article summarises information about grants received by enterprises in the construction sector in Bulgaria under the European Regional Development Fund. The analysis is based on data of the Unified Management Information System for Management and Monitoring of the EU Structural Instruments, and covers the programming period 2007-2013. Enterprises in the construction sector have indirect access to the European funds also as contractors under European projects. This is why a review of the public procurement construction contracts awarded in  Bulgaria has been made, focusing on their importance for economic growth and employment. Some possibilities were outlined to improve the use of the European funds by enterprises in the construction sector in the future in order to increase their investment activity.

Adam Nalepka, Katarzyna Łach - Behavioural Aspects of the Choice of the Sources of Financing Municipal Investments Projects in Malopolska Province

The paper focuses on the problem of financing structure of municipal investments in Poland and factors which prompt municipalities to search for external sources. The study is based on literature review and empirical research based on municipalities from Malopolska Province. The paper focuses on infrastructure investment and takes into consideration behavioural aspects of financial decision making in this area. In the same way the author has attempted to fill the gap in the Polish finance literature which takes into consideration mainly economic and social factors in this scope.

Carsten Lausberg, Anna Wojewnik-Filipkowska - Decision-making in the European Municipal Real Estate Management – A Case Study Approach

A considerable part of the European property portfolio is owned by municipalities. In a market economy this raises several important questions, for instance whether the real estate management in public administrations is as efficient and effective as in private institutions. We address this question by looking at one important detail: the way decisions are made in European cities. Surely this detail cannot fully answer the question, but it can provide us with meaningful hints for further research and for improvements in practice. Since the data is scarce, we take an in-depth look at two selected cities, Gdańsk and Jena, to find out about the decision-making processes in reality. For each city we describe the current situation, the strategy, the organisation, and the decision-making process. We conclude our paper with a summary of the findings from the case studies and some suggestions for other cities on how to improve real estate management by improving the decision-making process.

Katarzyna Kania, Katarzyna Najbar, Joanna Węgrzyn - Challenges to Real Estate and Investment Education

The article presents the results of research conducted as part of the assessment of Real Estate and Investments specialization. In the research, we included the following groups of respondents: students, graduates and potential employers. The aim of the research was to familiarize with the opinions of students and graduates on the subject of a chosen specialty, the course of studies as well as future career prospects. Another attempt was to examine opinions on the Real Estate and Investments specialization among employers and to determine their expectations towards specialists in the field of real estate market.

Izabela Rącka, Agnieszka Bieda - Local Instruments of Housing Policy in Poland

This paper addresses the effects of housing policies implemented at a local level. We analysed a evaluated selected actions undertaken by local governments in Poland in the years 2005-2015. For this purpose, we analysed the dynamics of the phenomena and constructed a synthetic indicator, describing the results obtained by local governments. As a result of the analysis, we state that the regions with the most desired results are the following provinces: Zachodniopomorskie, Dolnośląskie and Łódzkie. The lowest values of the local authorities’ effects indicator were recorded for Podkarpackie, Świętokrzyskie and Opolskie provinces.

Aneta Cichulska, Radosław Cellmer - Spatial Analysis of Elements Shaping the Level of Satisfaction of Housing Needs in Poland

Since housing real-estate activity area comprises both investors (developers), buyers (households), loan givers, as well as trade regulating bodies (supervisory policy, governmental program developers), it is essential to provide reliable information on factors which have an effect on the level of meeting housing demand in Poland. The aim of the study presented in the article was to determine the spatial diversity of the determinants which affect housing conditions in Poland, determined using selected statistical indices. Statistical data obtained from the Main Statistical Office (GUS) for 2015 and ArcGIS, GEODA and RCRAN software were used to analyse the housing situation in Poland

Edyta Plebankiewicz, Sebastian Biel - Analysis of Buyers’ Preferences on Residential Real Estate Market in Cracow

The article presents results of a research on preferences of buyers on residential real estate market in Cracow. A survey was conducted in 2017 in a form of a questionnaire based on 134 respondents planning to buy an apartment. The results indicate preferences for low-rise buildings, up to five stories and apartments size between 40 and 60 m2 located at first, second or third floor. Most people, looking for an apartment, prefer buildings with service premises particularly grocery stores and pharmacies. A distance to bus stops and parking lots have big impact on decision also. A terrace or balcony as well as underground parking space associated with an apartment make the respondents willing to buy for a higher rate. The research results may be a guideline for developers striving for success in the residential real estate market.
